Here we show a simple answer to the 2 important and basic questions.
1. Do we have a fit, and
2. Do we have enough for game.
When responder shows a side suit first, he could have more than 6-9 points. Then, when he supports the opening bid, that is confirmation. With a simple raise he should have 10-12 points, and with a jump he shows 13+.
